ABSTRACT
According to TPD, member States shall prohibit the placing on the market of tobacco products (cigarettes and roll-your-own tobacco) with a characterizing flavor. For the determination of a characterizing flavor, Member States and the Commission may consult an Independent Advisory Panel (IAP). The tasks of IAP are: that IAP shall provide opinions as to whether test products
have a characterizing flavor, and to further specify and update
the methodology for the technical assessment of products as set
out in Commission Implementing Decision (EU) 2016/786. In
addition, the Commission may consult the panel on other matters
relating to the assessment of characterizing flavors. IAP is assisted
for the tests from a Technical Group. IAP has established a
methodology for the determination of a characterizing flavor in
tobacco products. Since the publication of this methodology,
IAP evaluated the products that have the suspicion of having
characterizing flavors and delivers its opinion on these products.
